What Employee Monitoring Software Actually Costs

Sticker price isn't what you pay. Seat minimums, add-ons, annual lock-in and FX — the real cost of monitoring software at 5, 25 and 100 seats.

Employee monitoring software is publicly listed at roughly $5–$21 per user per month, but that number rarely matches your invoice. Seat minimums, annual-only billing and paid add-ons for screenshots, API access and data history routinely push effective cost 30–100% above the sticker price — and the gap is widest for small teams.

This guide breaks down what you actually pay, at three real team sizes.

The five things that inflate your bill

The cost structure matters more than any single price, because the structure is what stays true after the numbers change.

  1. Seat minimums. ActivTrak applies a 5-user minimum on paid plans, and Teramind is commonly reported at a 5-seat minimum. A 3-person team pays for 5 either way — a 67% premium before anything else.
  2. Annual-only or annual-preferred billing. ActivTrak bills paid plans annually. Time Doctor offers both, with annual roughly 17–20% cheaper (Basic runs about $6.67/user/month annually versus $8.00 monthly). Annual is cheaper and riskier — you commit before you know it fits.
  3. Add-ons for things you assumed were included. This is where budgets break. ActivTrak lists screen details at about $2/user/month, API access at about $3/user/month, and extended data history at about $1/user/month. Want all three on Essentials and you're at roughly $16 rather than $10.
  4. Tier-gating. The feature that made you shortlist a tool is often two tiers up. ActivTrak spans about $10 (Essentials) to $19 (Professional), with enterprise deployments commonly quoted higher again.
  5. Currency and tax. For Indian buyers, USD pricing adds FX spread and card fees on every renewal, and GST treatment differs for foreign vendors. INR-billed tools avoid both — see the India comparison.

Teramind sits above this group — commonly reported between $15 and $21 per seat per month with a 5-seat minimum, which is proportionate for a DLP and insider-threat platform but expensive if all you wanted was analytics. See ActivTrak vs Teramind for when that premium is justified.

Three worked examples

A 5-person startup. Minimums don't bite yet, but free tiers matter most here. A 3-seat free tier covers a founding team at $0; ActivTrak's free plan covers 3 users. Paid, you're looking at roughly $25 (at ~$5/user) to $50 (at ~$10/user) per month. If you're under 5 people and a vendor has a 5-seat minimum, you're paying for people you haven't hired.

A 25-person SMB. The add-on question dominates. At 25 seats, a $2/user/month screenshot add-on is $600/year for a feature most teams look at twice. This is the size where deciding what you actually need — see the small-business guide — saves more than negotiating the per-seat rate.

A 100-seat BPO. Per-seat rate finally dominates, and a $3/user/month difference is $3,600/year. But two structural costs matter more: whether client contracts force you onto a recording or DLP tier for every seat rather than just the regulated workstreams, and whether you're paying FX on a USD invoice. The BPO guide covers scoping the expensive tier to only the seats that need it.

The cost nobody puts on the invoice

Two real expenses that never appear in a pricing table:

  • Admin time. Rule-based tools — DLP, insider-threat, alerting — need someone to tune them and triage alerts. If nobody owns that, you're paying enterprise prices for a dashboard nobody reads. Zero-config tools cost less in the only currency startups genuinely lack.
  • Rollout and trust cost. A surveillance-heavy tool deployed badly costs you goodwill and, in high-attrition environments, actual attrition. Replacing one employee costs more than a year of monitoring licences for the whole team. That's the strongest argument for the lightest tool that answers your question — see ethical employee monitoring.

How to price your shortlist honestly

  1. Compute cost at your real headcount, applying any seat minimum — not the per-user sticker.
  2. Add the add-ons you'll actually turn on. Screenshots, API, extended history.
  3. Compare like-for-like billing. Annual against annual; note whether monthly even exists.
  4. Add FX and tax if you're billed in a foreign currency.
  5. Multiply by 12 and by 3 years. Switching costs are low in this category, but budgets are annual.
  6. Model the return, not just the spend — the ROI calculator does this against recovered focus time.

Where ProdView fits

$4.99/user/month, or ₹399 in India billed locally with GST — no seat minimum, no annual lock-in requirement, and no add-on pricing, because the things other vendors charge extra for (screenshots) are things we deliberately don't collect. Free for 3 seats forever, no card. Native Windows, macOS and Linux, SOC 2 Type II.

When not to pick us: you need DLP, session recording, GPS or payroll — those genuinely cost more because they're genuinely more product, and you should buy them from someone who builds them.

Try before you commit

Price your shortlist at real headcount, then pilot before you prepay a year. Three seats are free forever — start there, or run the numbers in the ROI calculator first.

Frequently asked questions

How much does employee monitoring software cost?
Publicly listed entry pricing generally runs about $5 to $21 per user per month, but effective cost is usually higher than the sticker price. Seat minimums, annual-only billing, and paid add-ons for screenshots, API access or longer data history can push the real figure well above the headline number.
Why is my quote higher than the advertised price?
Three usual reasons. The advertised price assumes annual prepayment, so monthly billing costs more — Time Doctor's monthly rates run roughly 20% above its annual rates. There may be a seat minimum, so a small team pays for seats it doesn't use. And the feature you actually wanted may be a paid add-on or a higher tier.
Is there genuinely free employee monitoring software?
Yes, with caps. ProdView is free for 3 seats forever, ActivTrak's free plan covers up to 3 users, and Jibble is free for unlimited users if attendance is what you need. Time Doctor and Insightful are trial-only, despite often appearing on free lists.
What is the cheapest employee monitoring software?
For attendance, Jibble's free unlimited plan is unbeatable on price. For desk analytics on a small team, a free 3-seat tier costs nothing. Among paid analytics tools, entry pricing around $5 per user per month is the low end — but compare effective cost at your actual headcount, not the headline.
Should I pay annually or monthly for monitoring software?
Annual is typically 15-20% cheaper and is sometimes the only option — ActivTrak bills paid plans annually. But annual prepayment locks you in before you know whether the tool suits your team. If monthly is available, piloting monthly first and switching to annual at renewal is usually worth the small premium.
